I found it by looking up the closest stationery store to my hotel in London, then going to their website and seeing if there were any brands I hadn't heard of. Also finding the Rotring Core when I went there in person was a bonus.

The Namisu N2 is another UK-made pen of a similar size to the Tom's Studio Ballerina. They go for around the same price, too, but the Steel/Aluminium version of the N2 can be had for as little as £30 at times. The main difference between them is pretty much whether you need a clip or not.

If NASA made the spring loaded cylinder that holds a roll of toilet paper in the dispenser, it would be this pen in capped position.
